Draft minutes - to be approved at the next meeting

Minutes of the Annual General Meeting of the Broomfield and Kingswood Parish Council
held at Kingswood Primary School on Monday 12th May 2008

The Chairman, Cllr Bowker, opened the Meeting at 7.13pm.

1.         Apologies for Absence

2.         Minutes of the Previous Annual General Meeting held on 14th May 2007

The minutes of the Annual General Meeting held on 14th May 2007 were proposed as a true record by Cllr Evans, seconded by Cllr Hendy and being agreed by all, were signed by the Chairman

3.         Matters Arising 

There were no matters arising

4.         Chairman’s Report

Cllr Bowker presented and read the Chairman’s report for the year 2007 / 2008 – a copy will be retained on file and will also be published in the June edition of the Kingswood & Broomfield News and on the Parish Website (please click here.)

5.         Responsible Finance Officer’s Report

The Clerk read the annual report which had been prepared by the RFO, Gail Gosden – copy retained on file.   Councillors expressed their thanks to Mrs Gosden for her hard work during the past year in ensuring the Parish Council accounts and financial affairs are now up to date and in good order

6.         Other Reports

(i)             Police – PCSO Jon White presented the annual figures for year 1st April 2007 to 31st March 2008 which shows that crime in the Parish remains low.   A total of 31 crimes were recorded, six up the previous twelve months period.

(ii)            Maidstone Borough Council – Ward Cllr, Peter Parvin.   No report - Cllr Parvin had sent his apologies to Cllr Bowker for not being able to attend  

(iii)           Parish Footpaths Officer – Mr Norman King.  The Clerk reported that Mr King had sent his apologies for not attending but there was nothing further to add since the initial report he had submitted upon his appointment in 2007.   The Parish footpaths are generally in good order other than some short sections in the vicinity of Burberry Lane and Park Barn Road, Broomfield, which in places have been ploughed up but are still walkable.   Mr King had indicated that he was willing to carry on as the Parish Footpaths Officer and it was unanimously agreed he be requested to continue in the role and thanked for his work – Clerk.

At 7.30pm two additional members of the public arrived at the meeting.

7.         Election of Chair and Vice Chair

Chairman - Cllr Bowker informed members that he was resigning as Chairman and nominated Cllr Hendy as his replacement.   This was seconded by Cllr Hoy and unanimously agreed.   Cllr Hendy was thus duly elected and took the Chair for the remainder of the meeting.     

Vice Chairman – Cllr Hendy called for nominations for Vice Chair.   The Clerk then read a letter+ (retained on file) from Cllr Coleman in which he thanked Cllr Bowker for his valuable work as a member of the Parish Council and Chairman over many years and proposed Cllr Hobson as Vice Chairman.   This nomination was seconded by Cllr Bowker and unanimously agreed, Cllr Hobson thus being duly elected as the Vice Chairman.

8.         Sub-Committees

Cllr Coleman had confirmed in his letter+, that he was willing to continue to serve on the three sub-committees.   It was recognised that any member may attend sub-committee meetings and that on some occasions it may be necessary to call on any Councillors for such meetings to ensure a quorum at all times.   The following Councillors were then elected to the sub-committees:

(i)                    Finance & General Purposes – Cllrs Coleman, Hendy, Hobson and Rouse

(ii)         Planning – Cllrs Coleman, Hendy and Hobson *

(iii)        Recreation & Sports Field – Cllrs Coleman, Hoy and Rouse *      

* one additional member to be elected at the next meeting of the Parish Council on 2nd June 2008

9.         Election of Representatives to Other Bodies

Parish Council representatives to other bodies were appointed as follows:

(i)         Eastern Rural Parishes Policing Forum – Cllr Coleman                

(ii)         Kent Association of Local Councils – Cllr Evans

(iii)        Neighbourhood Watch – Cllr Bowker

(iv)        Rural Transport (including 59 bus service) – Cllr Coleman

(v)                Twinning Project – Cllrs Coleman and Rouse    

(vi)        Village Hall Committee – Cllr Hoy                 

10.        Any Other Business

No other matters were raised

10.        Date of Next Annual General Meeting

The next Annual General Meeting of the Parish Council will be held on Monday 11th May 2009.

There being no other business, Cllr Hendy declared the meeting closed at 7.37pm
